Keith A. Almoney, PE, joined T&L in 2016 and has acquired 25 years of experience in structural engineering. He has maintained his Professional Engineer status in Virginia since 2003 and currently holds the position of Lead Structural Engineer within the firm. Keith is a 1996 graduate of Virginia Tech with a Bachelor of Science Degree in Civil Engineering. Keith has extensive experience in structural design incorporating a multitude of various materials including steel, concrete, masonry, and timber. | |

Barry Collier, AIA, PMP, joined T&L in 2019. He is a 2007 graduate of Virginia Tech receiving a Bachelor of Architecture Degree. Barry has over 16 years of experience in the design, construction, and management of architectural and engineering projects. As a Project Manager Barry is responsible for the overall project coordination and is the main point of contact between the Client and the Project Team. He consistently ensures that the necessary services are provided, and projects are completed on time and within budget. He is an integral part of the T&L team. | |

Stacy Fowler, PE, joined T&L in 2019 and has amassed over 27 years of experience in his field. He is a graduate of Bluefield State College, receiving a Bachelor of Science Degree in Civil Engineering Technology, and a postgraduate of the University of Central Florida, receiving a Master of Science Degree in Civil Engineering. He has experience in the design and management of engineering projects and as a Project Manager, Stacy is responsible for project coordination and is the main point of contact between the client and the T&L Project Team. He will see that the necessary services are provided and that the project is completed on time and within budget. | |

Elliott Lambert, AIA, NCARB, LEED AP, joined T&L in 2006 and has amassed 24 years of experience in architecture. Elliott is a 2000 graduate of Bluefield State College receiving a Bachelor of Science Degree in Architectural Engineering Technology and Bachelor of Science Degree in Civil Engineering Technology with experience in the design and construction of architectural projects. Since joining T&L and currently as Lead Architect for the Bristol, Tennessee Office, he has played a key role in the preliminary and final design of new construction and renovation/adaptive reuse projects throughout the T&L service area. | |

Jennifer J. Moore, PE, has 23 years of experience in the field of civil engineering. Since joining T&L in 2001, she has strived to see projects through and continuously enhances her skills. Jennifer recently represented the company at the highly respected Virginia Department of Transportation’s Transportation Project Management Institute (TPMI) Program where she was a member of the winning project team. Jennifer is a 2000 graduate of Virginia Tech receiving a Bachelor of Science Degree in Civil Engineering. Jennifer has played a key role in in the design of various transportation projects for T&L. | |

Keli Ratcliffe, CPSM, has extensive experience in marketing and business development and creating and implementing strategic communication programs. Keli is a graduate of Virginia Tech and joined T&L in 2018. With 20 years of experience in her field, she possesses a thorough knowledge of public and stakeholder activities supporting local government projects. Keli’s strengths are relationship management and connecting people. She facilitates meetings with T&L clients, staff, funding agencies and project stakeholders. She works closely with T&L technical staff to provide creative engineering and planning solutions that address client goals in an efficient and proactive manner. As of July 1, Keli will continue to utilize her career skills even further as she has been promoted to serve as a manager in T&L’s new Client Service Department. | |

Erica Sunshine, AIA, LEED AP, brought 30 years of experience to T&L when she joined the firm in 2018. Since then, Erica has worked diligently and earned her current position as Director of Architecture for Virginia and West Virginia. Erica oversees the planning and development of design concepts and alternatives and provides direct supervision of design architects and technicians. Erica is a graduate of Virginia Tech, NCARB certified, and is a LEED Accredited Professional. She has a comprehensive understanding of green building design practices, principles, and the LEED Rating System as well as experience in the design and construction of architectural projects. Erica has played a key role in the preliminary and final design of new construction and renovation/adaptive reuse projects.
