Due to the severe topographic constraints of the mountainous areas in our region, identifying and securing land that is suitable for development is quite challenging. Not only are large tracts with acceptable topography limited in number, often the necessary infrastructure such as water, sewer, and transportation access is not present. To develop such facilities cost effectively requires extensive knowledge of the area, available financing programs, existing utilities, and knowledge of what makes a tract of land marketable to a business prospect. T&L’s extensive experience with economic development gives it unsurpassed knowledge of how to meet the challenge of developing property in southwest, western and central Virginia.

Upon acquisition of a 73 acre site known as the “Bundy Property”, located adjacent to the Virginia Highlands Community College and Exit 14 off Interstate 81, the Town of Abingdon, Virginia retained the professional services of T&L to provide professional engineering planning and design services for the Stonemill Business & Technology Park. Additionally, T&L developed a set of Design Guideline in order to provide guidance and continuity in achieving the Town’s vision for the overall character of the Park.

Some of the key project features include:

  • Access via 2,400 LF of 4-lane divided and lighted access road and 1,400 LF of 2-lane connector road;
  • 4,700 LF of 10-inch water line, 340 LF of sanitary sewer line, various landscaping enhancements including a walking trail, and park signage;
  • 13 lots ranging in size from 2.5 to 10 acres; and
  • A walking trail which parallels adjacent Wolfe Creek was constructed as part of the park development and is enjoyed by park tenants as well as non-tenants.

The Stone Mill Business and Technology Park is now home to the Virginia Highlands Small Business Incubator, a CPA firm, and the Washington County Government Center. The Incubator and Government Center were also designed by T&L.

Oak Park Center for Business and Industry

In 2002, Thompson & Litton (T&L) was retained by the Industrial Development Authority of Washington County, Virginia (IDA) to provide professional architectural and engineering services associated with the development of the Oak Park Center for Business and Industry. This business park is located off of Virginia Route 1718 (Westinghouse Road) in Washington County, Virginia.

For the next ten years (10), T&L and the IDA worked together on the development of Master Plans, Preliminary Engineering Reports, funding strategies, design, permitting, bidding and construction of a multi-phased development (Phases II, III, and IV) which resulted in the following improvements:

  • 104 acres of graded building pads;
  • Extension of support infrastructure for water (potable and fire suppression), sewer, stormwater, natural gas, power, fiber, phone, and cable; and
  • Access improvements included design of rail access for selected areas of the park, improvements and extension of existing access roads within the Park, and the installation of a second means of access from U.S. Route 11 to enhance the Park;

Total Budget Performance on Civil Infrastructure (Phases II, III, IV and Alternate Access Road):
