Southwest Virginia Regional Jail System – Expansion & Renovation

The Southwest Regional Jail Authority (SWVRJA) project consisted of a multi-jurisdictional regional jail system that was comprised of three (3) interdependent remote surveillance (indirect supervision) regional jail facilities located on three (3) separate sites throughout the service area. These sites are located in Abingdon, Duffield and Haysi, Virginia.Thompson & Litton (T&L) provided Architecture and Engineering planning, design and construction administration services for the SWVRJA.

Project Highlights:

  • A prototypical design concept was developed for each of the three (3) regional jails to promote overall operational efficiency. Designs are similar but not the same;
  • Each prototypical design was “site adapted” to the available site. Each sites is unique, with specific individual challenges that required attention;
  • Each Regional Jail Facility was initially built with expansion capability (infrastructure) to accommodate a 50% increase in bed capacity through the addition of future housing units which has been accomplished;
  • Both the original project and the expansion and renovation project were delivered using Constructon Management at Risk
  • 50% of the eligible total construction costs for the original and expansion/renovation projects were funded by the Commonwealth of Virginia; and
  • Following completion of the original project, Tazewell County joined the SWVRJA.
