Patrick County Regional Jail 

The previous Patrick County Jail was constructed in the early 1900’s and was located within portions of the second, third and fourth floors of the existing Patrick County Courthouse Building. The jail facility, while serving the County for a century, was undersized, could not be expanded, and did not comply with modern correctional standards and building codes.Thompson & Litton (T&L) was part of a design and construction team, which was led by English Construction Company, to plan, design and construct a new modern jail and sheriff’s office for Patrick County. T&L provided architectural and engineering service to English Construction, who held the Design Build contract with Patrick County.

Project Highlights:

  • A Community Based Corrections Plan and Planning Study were prepared to provide inmate projections, jail design concepts, site work requirements, operational techniques, total cost estimates, operational cost estimates, and an implementation schedule. These planning documents positioned the County to receive a 25% reimbursement of the approved total eligible project costs from the Commonwealth of Virginia;
  • English Construction Company, in association with T&L, submitted an unsolicited PPEA proposal to provide design-build services for a new jail and Sheriff’s Office to be built on Commerce Street near the Town of Stuart;  
  • T&L and selected design consultants, provided the design architectural and engineering documents for a single story, pre-engineered metal building system with steel support frame, metal skin, and roof with self-supporting modular steel cells.   The heating and cooling system packaged air handling units are driven by electric cooling and propane-fired heating.
  • Housing for inmates at the new facility consists of a general population of 60 beds with indirect supervision and provisions for double bunking up to 120 beds;
  • Support spaces include full service kitchen and laundry facilities for a 120 bed rating, inmate intake and booking, holding facilities, jail administration, master control, visitation, medical and other support spaces.
  • A new Sheriff’s Office was also included within the new facility and potential for future expansions when needed.
