Location: Welch, West Virginia

Project: Welch Water Treatment Plant Upgrade. The project called for removal of the existing roof and installation of a new roof, replacement of the existing electrical system, demolition of three pressure filters, installation of a 4-cell gravity sand filter, replacement of two high service pumps, HVAC upgrades. In addition, the project also called for installation of approximately 7,000 LF of 12” PVC AWWA 200 water main, valves, hydrants, air release valves, service lines and reconnections, and all appurtenances.

BCPSA Route 83 Line Replacement – Flannagan to Vansant

The Buchanan County Public Service Authority (BCPSA) owns and operates a huge water distribution system in far southwest Virginia.

Major components of the BCPSA water system include:

  • 450 miles of water line
  • Service to 7,733 customers
  • 79 pumping stations and 66 water storage tanks

The BCPSA commissioned T&L to study and design solutions to provide a reliable and long-term water transmission system for its vast system. Working in partnership with the BCPSA, T&L designed numerous improvements to the system, some of which include:

 

  • Replacement of the 16-inch AC water transmission main with 18-inch ductile iron with double layer polyethylene wrap for corrosion protection
  • Installation of two (2) new 4,000 gpm pumping stations each equipped with three (3) 250 HP pumps
  • Installation of 750 Kw emergency generators in each pumping station
  • Other measures such as hydraulic surge control, Variable Frequency Drives for control of flow, etc.Thanks to the Virginia Department of Health (VDH), a funding package of $13 million was provided, which is the largest VDH-funded project ever in the State of Virginia.

    The project was divided into three (3) construction contracts, all of which are substantially complete and under budget. The final total project cost is projected at $12.6 million.

Baptist Valley Sewer

The professional engineering services of Thompson & Litton were utilized by the Tazewell County Public Service Authority in central Tazewell County, Virginia on the Baptist Valley Phase I (East) Sewer Project.

The project was a massive undertaking initiated by the County and funded through a variety of resources. The project extends west from the Town of Tazewell along State Route 631 to the intersection of State Routes 631 and 16, Route 635, Adria, Stoney Ridge and a portion of State Route 645.

T&L provided comprehensive planning, surveying, design, permitting, bidding and construction administration services for:

  • The extension of more than 72,000 LF of gravity sewer;
  • 1,500 LF of force main;
  • Multiple pump stations; and
  • All related appurtenances

Service was provided to approximately 945 residential and 10 commercial connections. This area has previously had no access to a public sewerage system and has in the past primarily utilized privately owned and maintained on-site septic systems.

Funding for the Baptist Valley East Sewer Line Extension was provided by grants from the Department of Environmental Quality, the Department of Housing and Community Development and by the Southern Rivers Watershed Enhancement Program.

The $10.1 Million was completed in July 2011.

Virginia State Police Communication Tower Sites

T&L has provided professional engineering services to the Virginia State Police for the design, permitting, bidding and construction of communication tower sites throughout the Commonwealth of Virginia. Each facility is similar in design to the existing Statewide Agencies Radio System (STARS) tower sites but adapted to new site specific conditions in order to enhance the current STARS coverage.
