T&L was retained by the Wise County Public Service Authority (WCPSA) to provide design, permitting, bidding, construction contract administration, and resident project representation services associated with two (2) projects:

  • Bull Run to Banner Telemetry/Emergency Generator Project (Contracts I and II)
  • Water Tank Improvements.

The projects consisted of the installation of the following electrical & instrumentation infrastructure:

  • 13 permanent generators and one (1) portable generator connection at existing facilities within the Wise County water system
  • One (1) permanent generator furnished to the WCPSA for installation under separate contract
  • Radio telemetry at eight (8) existing sites to replace existing dial-up telemetry
  • New radio telemetry and modifications to existing radio telemetry at five (5) existing sites

Also, the project included the installation of a new 400,000 gallon water storage tank (Bond Gap Tank); and the rehabilitation of two (2) existing water storage tanks (400,000 and 300,000 gallons).

The proposed Technology, Innovation & Success Center (TISC) on Southside Virginia Community College’s (SVCC) Christanna Campus will bring together a variety of programs and functions that support “The New Virginia Economy” Workforce Initiative.

T&L is partnering with the Virginia College Community System (VCCS) and SVCC to provide full Service A/E design, bidding and construction contract administration services for the new TISC. Included among the program elements are:

  • Career Center, Veteran’s Center, Credentialing Center, and an IT Networking and Security Training Laboratory.

Existing services to be relocated to the proposed facility include:

  • Student Services, Financial Aid, Admissions and Records, Comprehensive Learning Center (CLC), and IT Services. The CLC will replace the existing campus library.

The new facility will provide the resources and support needed to enable citizens across the region the opportunity to participate and succeed in all areas of post-secondary education and training.

The goal and vision of the new TISC is to ensure a workforce across Southside Virginia that is trained, credentialed, and ready to work while also providing a focus and iconic identity for both the campus and student population.

Bids for the project were opened on June 28, 2018 and the results were excellent. A total of six bids were received.

Construction began in August 2018.

T&L was selected by the Virginia Community College System (VCCS) to provide architectural and engineering services for the Renovation of Russell Hall on the Southwest Virginia Community College (SWVCC) campus. The conceptual goal was to provide Health Sciences educational spaces by an adaptive reuse of a two-story, library wing of Russell Hall (which was relocated elsewhere on campus).

The adaptive reuse project provides the proper spaces to meet student and community service needs in Health Technologies programs (Nursing, RN, and LPN), Radiology, Respiratory Care, Emergency Medical Services Technology, Occupational Therapy, and Health Sciences. These programs were originally scattered across the campus. The new Health Technologies and Science Laboratories capacity was programmed to be 331 seats.

Project components include:

  • Distance learning classrooms, with flat screen and projection displays, two way video and audio, and smart podiums.
  • Fully functional hospital beds with headwall units including data, power, gases, vacuum, and air.
  • Relocation of lab equipment from the Booth Center in Grundy, Virginia to the former lecture rooms of Russell Hall to create chemistry and biology labs plus required support infrastructure (make-up air system for fume hoods and electrical/plumbing connections).
  • Ambulance simulator in Emergency Medical Services learning lab.
  • X-ray machine in Radiography learning lab.
  • CNA, LPN, RN Simulator labs and testing room.
  • Hospital Type water closets, lavatories and fittings in the open for training.

In association with Cannon Design, T&L provided architectural support and civil, mechanical, electrical, plumbing and fire protection engineering services for a new library at the University of Virginia’s College at Wise, Virginia.

Project Highlights include the following:

  • 6 story facility provides sufficient space to accommodate the College’s planned growth, and houses the College’s collection;
  • Provides study and instructional spaces to accommodate the College’s needs;
  • Includes numerous 24 hour study/project creation rooms that contain state-of-the-art multimedia equipment for students, faculty, and the public to utilize;
  • The facility includes three machine room-less hydraulic elevators and extensive wired and wireless data networks.

T&L’s scope of services included:

  • Architectural QA/QC;
  • Civil engineering for all utilities along with exterior plazas, walkways and stairs.
  • Mechanical system design of HVAC systems for the sensitive demands of the large book collection;
  • Electrical design of innovative lighting systems throughout this dramatic building.

The building is fully sprinkled and because of its 6 story height, a fire pump is also required.
