New River Valley Regional Jail Expansion

The New River Valley Regional Jail Authority (Authority) provides regioinal jail services to the counties of Bland, Carroll, Floyd, Giles, Grayson, Pulaski, and Wythe Counties, as well as the City of Radford, Virginia. In response to significant increase with the inmate population, the New River Valley Regional Jail Authority partnered with Thompson & Litton (T&L), in association with Carter Goble Lee, to assist the Authority in developing an expansion and renovation approach to the original regional jail facility. T&L and Carter Goble Lee developed the required Community Based Corrections Plan and Planning Study, both of which were approved by the Virginia Department of Corrections.

Architectural and Engineering design plans were developed by T&L.

Project included 488 new general population beds to compliment the original capacity of 371, selected renovations to the kitchen, visitation area, intake, and master control within the existing jail; and additional site work (parking, access, graded pad).
 
Construction undertaken by the use of the Construction Manager at Risk method of project delivery under the Public-Private Education and Infrastructure Act of 2002 (PPEA); and the Authority selected Balfour Beatty-English as Construction Management at Risk’ firm. Following buyout of the project, sufficient funds remained to fund a new administrative wing and 50% of a new solar thermal energy system (remaining 50% was funded by a DMME Grant)
