Beginning in 1996, T&L joined with the Wise County Industrial Development Authority in the planning of a regional industrial park
to be located in Wise, Virginia. During the planning period, T&L was commissioned to develop a Preliminary Engineering Report (PER)
for providing sanitary sewer service to the proposed industrial park.
This PER, entitled Preliminary Engineering Report for Bear Creek Sewer Extension Service for Lonesome Pine Industrial Park, was completed in October of 1996. The concept of the project thereafter continued to evolve, culminating in the development, by T&L, of the Master Plan for the Lonesome Pine Regional Business and Technology Park, dated December 1998. T&L has since – via an Open-End Term Agreement – been retained by the Wise County Industrial Development Authority for the purpose of providing engineering and architectural services relative to the further development of the Lonesome Pine Regional Business and Technology Park in accordance with the Master Plan.
Development of the Lonesome Pine Regional Business and Technology Park is an ongoing process with multiple individual projects. Over the past 20 years, the Partnership between T&L and the Wise County Industrial Development Authority has resulted in
approximately $93 Million in total project cost related to the park development. Individual Projects are listed below:

The student center for East Tennessee State University is the D. P. Culp Center designed and constructed in the early 1970’s. The center required a complete update plus a 25,000 s.f. addition in order to accommodate changes in student life, food services, exterior appearances and the provision of natural light penetration into the massive concrete structure. The result is a curvilinear, glass facade which helps create an interior ‘street’ for students to socialize, study, play and eat, along its pathway. The project will be constructed under a CM/GC arrangement and is scheduled for completion in 2020.

The vision of a new performing arts center for E.T.S.U. and the local community is being realized with the design and construction of a new facility. BLS T&L’s involvement in the design and construction includes the site/civil, and structural design for the facility. BLS T&L has worked closely with the CM/GC for the project and prepared early bid release packages for the site work, foundations and structural steel. Due to site conditions the facility will be constructed on concrete ‘minipiles’ and grade beams. The project has benefited greatly from BLS T&L’s knowledge of stormwater management and familiarity with existing soil conditions.

A new Pre-K – 8 school for Washington County Schools, TN was required to replace an aging middle school and elementary school building with code issues and auto traffic congestion. BLS T&L programmed and designed the new school with today’s technology in mind. The final design included collaboration rooms for innovative classroom teaching areas, attention to security and traffic patterns for separate bus and auto drop-off.
The 1100 student school contains a pre-school component of four classrooms, an 1100 seat gymnasium, art room, band room, chorus room, science and four computer labs. The academic areas of the school are accessible to common use areas, with a gymnasium that can be utilized in the evenings after regular school hours. The building was designed to be durable, maintainable and energy efficient. BLS T&L is providing contract administration on the project, and working closely with the owner and CM/GC on scheduling, to insure that the project stays on schedule and in budget.
